There are 4 grades of flour - 2,1, 0 and 00, which refer to how finely the flour has been ground and how much of the germ and bran has been removed. Wholemeal flour which has lots of germ and bran left and is a thicker grind, is a Grade 2, while the most refined white flour with the lowest level of bran is a Grade 00.
Grade 00 (known as "Doppio Zero" in Italy, which means double zero) is perfect for making pizza, pasta and bread.
